Press Release: Town Stormwater Study Being Conducted: Will Utilize Environmental Canines

Bennington Stormwater Study
(Also Known as an “Illicit Discharge Detection and Elimination” IDDE Study)

In an ongoing effort to improve water quality, the Vermont Department of Environmental Conservation will use grant money from the Ecosystem Restoration Program (ERP) to complete a study in Bennington designed to find and eliminate potential sources of water pollution linked to sanitary sewers or leaking septic systems. Known as an Illicit Discharge Detection and Elimination, or IDDE, Study, contractors will spend the summer and fall working to identify possible pollutant sources.

The work has been contracted to Watershed Consulting Associates (WCA), LLC of Burlington, VT. WCA has ten years of experience in stormwater management and water quality issues.

Residents of the Town of Bennington, Old Bennington, and North Bennington can expect to see these contractors throughout the late spring, summer, and early fall traversing various streams and their tributaries. They will be sampling stormwater system outfall pipes and analyzing effluent for various water quality parameters, such as phosphorous and E. coli, to determine if a stormwater system may be cross-connected with a sanitary sewer system. If any pollution indicators are found, the contractors will work closely with the Town to resolve the issue.

The ultimate goal of this work is help eliminate potential sources of pollution that reach bodies of water in the Bennington area. As many of these water bodies are important amenities for recreation as well as sources of drinking (well) water for some, eliminating potential pollutants benefits the entire community and protects natural ecosystems.

During the week of August 31 to September 4, WCA will be working with Environmental Canine Services (ECS) of Maine to conduct a specific phase of the IDDE’s Advanced Investigation. Using information gathered over the course of the summer, WCA and ECS will visit specific stormwater sewer systems with dogs that have been specially trained to detect the presence of human sewage in water. Since 2009 these dogs and their handlers have trained to detect and differentiate between human and animal-based sewage. This provides a rapid, cost-effective way to source track potential pollution issues. Expect to see teams of contractors with dogs in the Bennington area during that week.

Most of the canines were rescued or adopted and are breeds typically chosen for scenting work, such as from the sporting, herding, and working dog groups.  They are specially trained with methods similar to other scent detection canines, such as for drug or arson detection.  To the canines, their job is exciting, and they look forward to being rewarded for successful work with food, play, or their favorite toy.

Water Department

Wednesday & Thursday-Water Crews will be installing two new valves on East Main Street between Rockwood Street and Burgess Road. One-Lane traffic will be necessary and traffic control will be provided. Motorists should expect delays and local traffic might want to seek alternate routes of travel.

Highway Department

Monday – Wednesday – Highway Crews will be paving in numerous locations on Orebed Road, one lane traffic will be provided.
A crew will be completing the Benmont Ave. sidewalk project.

Thursday-Highway Crews will be paving the entrance to Transportation Drive.

Thursday and Friday
Highway crews will begin the sidewalk demolition, in order to install new curb and sidewalk on Pleasant Street, Pleasant Street will be closed to through traffic from Main Street to Park Street 6:30am-4:00pm.

All Work will be dependent on weather conditions. Please use caution when entering a construction zone, men and equipment will be in the traveled portion of the road.

Highway Department – Laborer

The Town of Bennington is seeking qualified candidates for the position of Highway Division – Laborer.  This position primarily involves maintenance and repair of the highway system and related rights-of-way including snow removal, sanding, paving, sidewalk construction, tree and brush clearing, culvert construction, and general upkeep.

Qualifications include, at a minimum, heavy road construction and winter maintenance experience. Experience operating other highway maintenance equipment such as a wheel loader for the purposes of loading trucks and moving material and driving a dump truck for purposes of plowing snow, sanding, and general hauling.  Must possess a Vermont Commercial driver’s license maintained in good standing with 2 years of driving experience.  Class B license is required.  Class A must be obtained within (6) months of employment.

NOTICE: Benmont Avenue Bridge Closure – Friday, August 28, 2015

VERMONT AGENCY OF TRANSPORTATION

NOTICE: BENMONT AVENUE BRIDGE CLOSURE (AUGUST 28, 2015) – BENNINGTON, VT

Alpine Construction, LLC has received approval from the Town of Bennington to close the Benmont Avenue bridge to all traffic FRIDAY, AUGUST 28, 2015  from  6:00AM to 7:00 PM (Rain Day Monday, August 31, 2015) for placement of the concrete deck. In order for this work to be completed, the contractor will need to shut down all travel across the Benmont Avenue bridge. Access to all businesses along Benmont Ave. will be maintained throughout the closure period.

Message boards will be in place throughout the construction zone in order to inform the traveling public of this closure. On the day of the closure a uniformed officer will be stationed at the south end of the bridge to assist with traffic control. Traffic control personnel will also be present to help assist with the flow of traffic as deemed necessary.

Water Department

Monday-Water Crews will be making a repair at #801 Main Street. One-Lane traffic will be necessary and traffic control will be provided.

Tuesday-Water Crews will be on Convent Avenue to repair a water line at the corner of Sharon Drive. Convent Avenue will be closed to through traffic between Sharon Drive and Bank Street beginning at 7:30am until this work is complete.

Wednesday-Water Crews will be on Grant Street to repair a Fire Hydrant Grant Street will be closed to through traffic during this repair.

 Please use caution when approaching these work zones.

 Highway Department

Monday –Wednesday – Highway crews will be finishing up the Benmont Avenue sidewalk project. Highway crews will be installing a new membrane on the Holden Street Bridge, no traffic will be allowed to cross over the bridge beginning the morning of Monday until Wednesday afternoon.

Wednesday and Thursday –Highway crews will be paving in numerous areas on the Coleville Road.

Friday- Highway Crews will be finishing all landscaping on Benmont Ave.

Position Posting: Wastewater Chief Operator/Working Foreman

The Town of Bennington is seeking qualified candidates for the position of Sewer Division – Chief Operator / Working Foreman.  This is a supervisory position requiring extensive experience in personnel management and water resources system construction and maintenance.  Candidates must have mechanical ability, record keeping and communicative skills.

Qualifications include, at a minimum, an Associate Degree, 5 years field-related construction experience, supervisory experience, a knowledge of applicable regulations governing water and sewer systems operations and maintenance, and a Commercial Driver’s License.  Must be able to obtain necessary State certifications within two years of hire.

Press Release: NeighborWorks Block Grant Application Review Postponed until November 2015

NeighborWorks of Western Vermont Community Development Block Grant Application Review Postponed until November 2015

BENNINGTON, VERMONT (August 18, 2015, 3:45PM) – The Town of Bennington, in conjunction with NeighborWorks of Western Vermont (NWWVT), has decided to postpone the public hearing that was slated for Monday, August 24, 2015 at 6:00PM, to discuss a potential Community Development Block Grant application.

The project, which was currently being reviewed by the Bennington Select Board, and if selected, would provide funding for a NeighborWorks location in Bennington for two years, was postponed due to a tight schedule for application submission and a high level of grant competition at the state level. “Because we are committed to creating an office in Bennington, we decided to move our application to the state’s second round of selection. Our hope is that this decision will give us time to develop a more competitive application and increase our chances of receiving funding,” said Ludy Biddle, Executive Director of NWWVT.

NeighborWorks and the Town will looked to submit a revised application for funding to the State of Vermont for the December 2015 CDBG deadline. In the meantime a more comprehensive project outline will be developed, along with additional opportunities for public input.

Water Department

Throughout the week-Water Crews will be doing Fire Hydrant maintenance.  Motorist should use caution when moving through these work zones.

Wastewater

Tuesday-Wastewater crews will be working on Mechanic Street in North Bennington making manhole repairs.  One-lane traffic will be accommodated.

Wednesday-Wastewater crews will be working at the intersection of West Main Street and Harrison Avenue.  This will require one-lane traffic on Harrison Avenue.

Thursday-Wastewater Crews will be working on Blackberry Lane making manholes repairs.  One-lane traffic will be accommodated.

Please use caution when approaching these work zones.  All work is weather dependent.

 

Highway Department

Tuesday – Friday – Highway crews will be working on the Benmont Avenue sidewalk between River Street and County Street.

Tuesday- Highway crews will be working on Booth Terrace rebuilding the road, this street will remain closed during working hours.

Wednesday & Thursday –Highway crews will be preparing Coleville Road for blacktop which is scheduled the following week.
